What we do

The sector based approach adopted by MAFIPP addresses key issues of capacity and infrastructure at the macro, meso and micro level, improving the policy and regulatory environment while strengthening the financial sector infrastructure as well as the capacity of financial service providers. UNCDF, as a specialized agency recognized for its expertise and experience in Microfinance and in its role as the technical policy advisor to UNDP in microfinance programming, provides and facilitates catalytic capital and technical assistance through in-country presence and regional support. MAFIPP supports the key principles of the 2006 Vientiane Declaration and the Paris Declaration on Aid Effectiveness by adopting a sector development approach for building inclusive financial sectors. The outcomes of a sector-based approach are characterized by:

  • Access by all bankable households and enterprises to a full range of financial services at a reasonable cost, including savings, short and long-term credit, mortgages, insurance, pensions, payments, local money transfers, international remittances, leasing and factoring;
  • Soundness of institutions, maintained through performance monitoring by stakeholders and sound prudential regulation;
  • Financial institutions providing access to services on sustainable basis;
  • Multiple providers of financial service, wherever feasible, to bring cost-effective alternatives to customers, including sound private, non-profit and public providers.

Macro:

  • Better-trained and more capable regulators to oversee responsible microfinance.
  • More affective regulation and policies to promote responsible growth with a focus on the formal sector.
  • Influence on the regulatory system to facilitate and eventually introduce electronic financial service, allowing clients in remote rural areas to access the formal financial sector.

Meso:

  • Wider communication and coordination in the sector; more transparency and disclosure with a greater attention paid to client protection and social performance management
  • Expansion of services that serve and support the financial sector, e.g. trainers, consultants, auditors and an effective association advocating for the interests of the sector.

Micro:

  • More capable financial service providers, able to serve a larger client base with a range of services
  • High caliber labour pool of candidates to join and manage the inclusive finance sector.

MAFIPP articulates its funding through the Fund for Inclusive Finance (FIF). The FIF provides a coordinated donor-funding mechanism for grants and loan capital to financial service providers, networks and business services providers, based on agreed Good Practice principle, in ways that increase outreach, market responsiveness and sustainability. Funders are encouraged to pool their resources to create efficiencies and better adherence to good practices, resulting in greater return in terms of outreach and institutional development impact per dollar invested. The FIF will serve MFIs primarily with grants and to a lesser extent loans, while also providing funds to other MAFIPP initiatives in the Lao PDR.

The Fund for Inclusive Finance will be the vehicle for implementing a range of activities, these include:

  • Loans and Grants to sustainable MFIs for expanding the sector in Lao PDR.

Support will provided under Performance Based Agreements with measurable targets for operational and social performance targets.

  • Mobile and Branchless Banking.

Branchless and mobile financial services offer enormous potential to expand Inclusive Finance and extend outreach to very large numbers of people, including the unbanked and rural poor. Mobile financial service and branchless banking encompass a range of products that include the use of mobile technology for banking and card-based solutions (with point-of-sale devices and ATMs).

  • Support to the Lao Postal Saving Institute – LPSI

MAFIPP introduces and implements a series of innovative, demand driven products for LPSI, beginning with a focus on savings and gravitating toward products with a higher technology component. This revolves around money transfers and remittances as well as other products, such as insurance, that could be marketed through the Lao Postal distribution network. To gain greater efficiencies and leverage, the product development work with LPSI is combined with emerging technology platforms such as mobile telephony.
